Is my 27yr boyfriend a child by law?

Hes on disability for depression years ago and his mom had to step in to care for him she is his power of attorney and controls his money for his bills she also cleans his apartment and take him where he needs to go. I love him but what role would mom play in our future and is he a child by law?
