Need help identifying this action figure?

My wife found this head while working in the garden. I'm wanting to know if anyone can identify it. Lots of people on Facebook say it's Burt Reynolds, but I can't find any evidence of a Bur Reynolds action figure ever being produced. The head is hard plastic, not soft rubber.
